The port the city of Odessa was founded in the year 1794, by a decree of Catherine the Great as a maritime gateway of the Russian Empire for its southern part. People lived here since the Stone Age. Since the year 2000 it has been considered freeport tax legislation and has a more relaxed rule than normal.
